# 水利部部署“八上”关键期七方面防汛重点

本报北京7月31日电（记者陈晨）水利部31日举行专题会商，视频连线水利部长江、黄河、淮河、海河、珠江、松辽、太湖等流域管理机构，分析研判“八上”防汛关键期汛情发展态势，逐流域研判突出风险，系统安排部署防汛重点工作。

会商强调，要始终把人民生命安全放在首位，树牢底线思维、极限思维，从严从细从紧落实防汛关键期防御工作机制，全力维护人民群众生命财产安全。

会商要求，全力以赴做好七方面重点工作。一要进一步强化雨水情监测预报。充分运用“三道防线”耦合贯通的雨水情监测预报体系，对降雨、产流、汇流、演进进行全链条精准监测和滚动预报，为科学调度流域防洪工程、及时转移危险区人员等提供精准决策支持。二要突出抓好山洪灾害防御。强化山洪灾害监测预警，动态调整预警阈值，加强山区景点等风险区管控，及时组织危险区群众转移避险。三要确保水库安全度汛。逐库排查检视水库泄洪闸门、非常溢洪道等关键部位，及时整治消除安全隐患，病险水库一律空库运行。四要强化堤防巡查防守。紧盯穿堤建筑物、薄弱堤段、险工险段、欠高堤段、砂基砂堤段等关键部位，确保重要堤防不决口。五要严密防御城市内涝。落实“外控、绕排、内守、强排”措施，畅通城市骨干排水通道，强化洪涝联排联调，严防城市内涝致灾。六要做好黄土高原淤地坝防守。动态掌握强降雨影响范围内淤地坝分布情况，督促地方逐坝落实防汛责任和措施，发现风险及时撤离受威胁人员。七要抓好流域防洪工程调度。强化流域防洪工程体系统一联合调度，充分发挥流域整体防洪减灾效能，确保大江大河大湖防洪安全。
